What needs to happen before the knockdown?
The linked community walkthrough describes police presence, spectator access, and a return as Loomis or a deputy. Keep the fight near the authorities while the arrest indicator develops. Moving Michael away from that setup can waste the team’s preparation.
What does the final interaction require?
Wait for the appropriate arrest state, then use the knockdown window and follow the Arrest prompt before Michael recovers. A knockdown without the prompt is not proof of a bug. One of the prerequisites may be missing.
What is our practical recommendation?
Decide who is handling the final interaction before starting the fight. Other players should focus on space, timing and survival. Save ammunition and control tools for that agreed moment. If your escape is ready and the detainment setup is incomplete, reassess instead of spending everything on repeated attempts.
