Where do I look after leaving active play?

Stay in the match and inspect the spectator interface. The linked walkthrough reports a Reinforcements Available opportunity through spectator minigames. Use the available prompt rather than looking for a character change in the civilian loadout menu.

Is returning as Loomis the same thing?

The walkthrough describes a separate CB-radio interaction for Loomis. Follow the prompt your match supplies. Availability can depend on the ongoing match state; a notification is not a promise that every spectator can return simultaneously.

Why can’t I see the prompt?

First check whether you are still an active civilian. Then check whether the opportunity remains available and whether police are present. Record a screenshot of the HUD and version if the expected interaction fails. Do not deliberately sacrifice an active civilian just to test respawn; a safe escape can also lead to spectator play.
